Ebireri Flags Off a 3-Day Capacity Building Workshop On Legislative Bureaucracy For Staff Of Delta Assembly Service Commission

Delta State of House of Assembly Service Commission, has emphasized that efficient and effective legislature rest squarely on the bureaucrats.

Executive Chairman of the Commission, Mr Sunday Ohwo Ebireri, stated this, while declaring open a three day capacity building workshop on “Legislative Bureaucracy, Effect on Legislative Performance”, for staff of the Commission.

Mr Ebireri said for the State House of Assembly to make quality laws, perform oversight function and other constitutional functions, the bureaucrats must be up to date with global standards.

He noted that the Commission decided to collaborate with the National Institute for Legislative Studies, Abuja, to enhance the knowledge and quality of bureaucrats in the Delta State Assembly through capacity building.

Mr Ebireri stressed that the present management team in the Commission is irrevocably committed to providing efficient and effective legislative service delivery in the state.

The Chairman, maintained that training and retraining of staff, cannot be over emphasized in that regard, as it would aide at ensuring that the objectives were met.

He appealed to participants to take the training seriously and ensure they replicate all what they learned in their workplace.

Mr Ebireri, lauded, the Speaker of the State Assembly, Rt Hon Emomotimi Guwor, for approval of the capacity building workshop, and Governor Sheriff Oborevwori for the released of funds for the exercise.

He added that the training will surely upscaled lawmaking practices and processes in the state.

The Director General of the National Institute for Legislature and Democratic Studies, NILDS, Abuja, Prof Abubakar Suleiman, represented Dr John Olanrewaju, said the Institute was focussed in providing, qualitative and responsible legislative education.

Prof Suleiman said legislators cannot perform optimally except there are competent and knowledgeable bureaucrats that supports their work.

He commended the Delta State House of Assembly Service Commission for always collaboration with the Institute, towards building its workforce capacity.

The Secretary of the Commission, Barr, Austin Uwasike, charged participants to make use of the opportunity before them and appealed to be focused as they take them through the various aspects of the training sessions.

He reminded them that the success of the legislative arms, depends largely on their productivity.

Some of the participants in their separate remarks, expressed gratitude for their nominations for the capacity building programme.

They commended the Chairman, Mr Sunday Ebireri and members for the progress made so far in the Commission and pledged to put into good use all they have learnt.

The opening session was witnessed by Commissioners in the Commission.
