3 Executive Bills, Another, Passes First Reading At Delta Assembly

Three Executive Bills forwarded to the State House of Assembly on Tuesday by Governor Ifeanyi Okowa have scaled first reading on the floor of the House.

The state legislature also at plenary presided over by the Speaker, Sherrif Oborevwori, took the first reading of a private member bill with Hon Anthony Elekeokwuri, representing Ika North East constituency as the lead sponsor.

The Executive Bills which were forwarded to the State Legislature through three separate letters by Governor Ifeanyi Okowa include, the Delta State Transportation Management Bill, 2022, Delta Development and Property Authority Bill, 2022 and Delta State Waterways Tax, Control and Licencing of Boats Repeal and Re-enactment Bill, 2022.

The Governor in the letters as read by the Speaker, Rt Hon Sherrif Oborevwori, had solicited for the usual cooperation of the legislators at ensuring early legislative actions on the bills.

Motions for the first reading of the three bills were moved by the Leader of the House, Ferguson Onwo and adopted.

Second readings of the bills have been scheduled for Tuesday February 22, Wednesday February 23 and Thursday February 24, respectively.

The fourth bill which is being sponsored by Hon Anthony Emeka Elekeokwuri, and 26 others, is seeking for a Law to provide for the improvement of Electricity Supply, Development and Protection of Independent Electricity Generation, Transmission and Distribution Network Scheme in Delta State.

Second reading of the bill has been slated for Tuesday, March 8, 2022.

Meantime, three separate Bills; The Delta State Farmers Registration, Monitoring and Certification Bill, 2021, Delta State College of Health Technology Bill, 2020 and Delta State Colleges of Nursing and Midwifery Bill, 2020 which were all billed for second reading, were withdrawn by their lead sponsors.

They include Hon Austin Chikezie, Aniocha South, who is the Chairman, House Committee on Agri and Natural Resources, for the Delta State Farmers Registration, Monitoring and Certification Bill, 2021.

While his Warri South 1 Constituency counterpart and Chairman, House Committee on Health, Hon Augustine Uroye, in two separate motions, moved for the withdrawal of the Delta State College of Health Technology Bill, and the Delta State Colleges of Nursing and Midwifery Bill, 2020.

The three motions were accepted by majority of the lawmakers when put to voice vote by the Speaker, Rt Hon Sheriff Oborevwori.

Meanwhile, Hon Austin Uroye has on behalf of Itsekiri nation expressed appreciation to Governor Ifeanyi Okowa, former governors James Ibori and Emmanuel Uduaghan and the State Assembly, for the respect accorded the late Chief Isaac Jemide, the Oshodi of Warri kingdom, even at death.

Hon Uroye at plenary, said it was gratifying to have the three governors, legislators and members of the state executive council at the funeral service, organized by the Itsekiri nation to bid farewell to one of their best who joined his ancestors at the age of 88.

The Speaker commended the large participation of notable Deltans in the final burial rites of the late octogenarian, and prayed God to grant the soul eternal rest.

Late Chief Isaac Jemide was a member of the defunct Bendel State House of Assembly between 1979 and 1983, and later Commissioner Representing Delta State in the defunct Oil Mineral Producing Areas Development Commission, OMPADEC.

The House adjourned to Tuesday, February, 22, 2022.
