DELTA ASSEMBLY ADOPTS 2027–2029 FISCAL STRATEGY, PASSES LOCAL GOVERNMENT AMENDMENT BILL

The Delta State House of Assembly has approved and adopted the recommendations of its Committee on Finance and Appropriation on the review of the 2027–2029 Fiscal Strategy Paper (FSP) and Medium-Term Expenditure Framework (MTEF), with a call on the state government to strengthen economic diversification, improve revenue generation and prioritise capital projects.

The House also passed the Delta State Local Government Amendment Bill, 2024, aimed at strengthening the administration, structure, composition, financing and functions of local government councils in the state.

The resolutions were reached during Wednesday’s plenary presided over by the Speaker, Rt. Hon. Emomotimi Dennis Guwor, following the presentation of the committee’s report by its Chairman, Hon. Marilyn Okowa-Daramola.

Presenting the report, Hon. Okowa-Daramola, who represents Ika North-East Constituency, urged the state government to sustain its economic diversification drive by reducing dependence on oil revenue and expanding non-oil Internally Generated Revenue (IGR), particularly through agriculture and tourism.

She also advocated increased investment in ecological resilience through the maintenance of existing flood control facilities and the construction of additional infrastructure to tackle flooding and erosion challenges across the state.

On expenditure management, the committee recommended improved efficiency in recurrent spending and the adoption of scientific revenue forecasting methods to create more fiscal space for capital projects.

It further urged the government to strictly prioritise capital projects in line with the administration’s M.O.R.E Agenda, while maintaining compliance with International Public Sector Accounting Standards (IPSAS) in budget preparation and documentation.

The committee also emphasised the need for transparent fiscal policies, improved budget credibility and effective utilisation of available resources to ensure sustainable economic development.

Following the presentation, the Leader of the House, Hon. Emeka Nwaobi, moved a motion for the adoption of the report, which was seconded by the Deputy Speaker, Rt. Hon. Arthur Akpowowo. The motion was subsequently approved by the lawmakers.

In another major legislative development, the House passed the Delta State Local Government Amendment Bill, 2024, which seeks to provide a framework for the establishment, structure, composition, financing and functions of local government councils in the state.

To facilitate its passage, the House suspended relevant provisions of its Standing Orders to enable the bill to scale through third reading and subsequent passage.

Commending members for the successful passage of the bill, Speaker Guwor said the amendment would strengthen local government administration in Delta State and enhance the effective functioning of the councils.

The House thereafter adjourned plenary to Tuesday, November 10, 2026.
